Rev. Dr. Carol E. Boggerty, S. TD, LCPC, APBCC

Rev. Dr. Carol E. Boggerty is a respected faith, healthcare, and community leader whose work bridges spirituality, social service, and civic engagement. She serves as Senior Pastor of The WELL Church in Dover, Delaware, where she leads a vibrant hybrid ministry with her husband Councilman Andre M. Boggerty rooted in faith, justice, and community transformation.

Dr. Boggerty is the Director of Pastoral Care and Chaplaincy Services at Bayhealth Medical Center, where she also leads the Clinical Pastoral Education (CPE) Program, one of only two accredited CPE programs in the State of Delaware. Under her leadership, Bayhealth’s chaplaincy program has expanded its reach across Kent and Sussex county, providing compassionate spiritual care to patients, families, staff, and the community while preparing future board-certified chaplains.

Beyond her institutional roles, Dr. Boggerty serves as Board Chair of the Dover Interfaith Mission for Housing, Social Action Chair of the Interdenominational Ministerial Alliance (IMA), State Chair of the NAACP Religious Affairs Committee, member of the Delaware Behavioral Health Consortium, and member of the Police Officer Standards and Training (POST) Commission. She is also a member of the Dover Police Advisory Board, helping to strengthen relationships between law enforcement and the community through dialogue, accountability, and mutual respect.  She serves as the State Lead for Delaware’s Faith Leaders Affinity Group, fostering partnerships between faith communities, behavioral health systems, community business partners, and stakeholders as well as public agencies to promote holistic well-being

Holding a Doctorate degree in Sacred Theology S. TD, she is also a Licensed Clinical Pastoral Counselor as well as an Advanced Practice Board Certified Chaplain,  integrating academic rigor with lived ministry and professional practice. A tireless advocate for equity, justice, and healing, she remains committed to collaborative leadership that uplifts lives, strengthens communities, and honors the sacred humanity of all people.
